The signal may materially overstate the risk: India’s standard bank-account-to-bank-account UPI merchant payments have generally remained zero-MDR, and the reported ₹2,000 threshold may instead concern interchange on UPI transactions funded through prepaid payment instruments (such as wallets), not a new merchant fee on ordinary UPI payments. Even if a fee applies to a narrow PPI flow, acquirers, issuers or payment aggregators may absorb it rather than pass it through to retailers.
