UPI framework sets ₹5 MDR on fuel payments above ₹2,000
From October 15, fuel purchases made via UPI above ₹2,000 will carry a flat ₹5 merchant discount rate under India’s revised merchant-payment framework. Payments below ₹2,000 and person-to-person transfers remain free.
What happened
NPCI · India’s new UPI merchant-payment framework applies 0.4% MDR above ₹2,000, while fuel purchases at petrol stations receive a flat ₹5 concessional rate.
Key facts
- 0.4% MDR on UPI merchant payments above ₹2,000
- ₹300 MDR cap for payments of ₹75,000 and above
- ₹5 flat MDR for fuel, railways, telecom and insurance payments above ₹2,000
- 0.02% MDR for capital-market payments
- 96% of person-to-merchant transactions unaffected
- Zero-MDR regime in place since January 2020
Why this matters
Payments, POS and fuel-retail platforms have an opening to package compliant UPI routing, reconciliation and surcharge-management capabilities for forecourt operators.
What to watch
- Official implementation guidance on whether the ₹5 MDR includes taxes and how the fee is distributed across acquirers, PSPs, and other participants.
- UPI fuel-payment volume and average ticket trends above versus just below ₹2,000 after October 15.
- Evidence of transaction splitting, payment steering, declined UPI acceptance, or consumer complaints at independent fuel stations.
- Whether other high-ticket essential categories seek comparable concessional flat-rate MDR treatment.
- Any regulatory response to merchant pass-through, minimum purchase conditions, or differential payment acceptance.
- Fuel retailers should update POS and QR-payment workflows before October 15, ensuring automatic MDR handling, settlement reconciliation, and clear staff guidance for transactions above ₹2,000.
- Acquirers and payment aggregators should model issuer/acquirer economics under the flat fee and monitor whether dealer networks alter UPI acceptance or steer customers toward cards and cash.
- Retailers should track ticket-size distribution around ₹2,000, split-payment incidence, UPI authorization rates, and tender migration by outlet type.
- Large fuel chains can use the lower, predictable fee to reinforce app-based loyalty, fleet payments, and prepay journeys where payment acceptance costs are easier to manage.
